Abstract: The objective of this paper is to discuss theoretically the concept of municipal power in Brazil on the perspective of public policy provision. Therefore, here we are interested in understanding why, with similar conditions, one municipality performs better than another. Finally, the theoretical proposition presented here makes use of causal logic (necessary, sufficient and SUIN causes) and three statistical tests were used to get our conclusions: (i) Partial Least Squares Modeling, (ii) Multiple Linear Regressions and (iii) T-Test. The concepts tested did not have the expected empirical results. However, the great contribution of this work is in strengthening the discussion of the redistribution of revenues in the country.
