This paper will examine the degree to which the emphasis placed on public sector innovation in public sector renewal strategies is supported by the existence of public sector capacity-building. As part of this examination the paper will discuss whether innovation is in fact a teachable subject or merely a positive outcome from any training and professional development offered to public sector employees.
