This study aimed to investigate the relationship between social management(in contrast to strategic management) and Brazilian culture, more specifically its interference in public policy execution in the country. The paper is relevant to the topic of the panel, as it will demonstrate the singularity of Brazilian culture and how it has influenced the development of national public administration. Thisresearch is distinctive in its contribution to the field for uniting sociological studies on Brazilian culture with critical theories regarding public management in Brazil as a means of explaining the latter’s inefficiency. The problem raised in this research was an investigation (from a critical perspective) of the Brazilian cultural singularity and the collective construction (or co-production) of public management through participative public policies. The methode mployed was inductive in nature, and data collection occurred through a literature search. Analysis and interpretation of theresults are qualitative, presenting a global evaluation of theobtained results. These results indicate that Brazilian culture hasstrongly influenced the lack of popular participation andco-production of public goods, as well as the quality of thatparticipation.
