The aim of this study is to highlight the contributions of neo-institutional theory and its methodological possibilities for the management of Science, Technology and Innovation (S,T&I). Therefore, we analyze the historical trajectory and normative institutionalization, recent, technological innovation in Brazil, and who formal and informal institutions, influenced the creation of the Federal Institutes of Education, Science and Technology of Brazil.
To characterize the historical trajectory and normative technological innovation in Brazil, we carried out a documentary and bibliographic research, the latest rules and laws recent (Marconi and Lakatos, 2003; Babbie, 2007). Moreover, we made a correlation of international influences and contributions in recent decades, mainly seen through the eyes of the institutionalization of S,T&I developed in the United States of America. (Mowery and Rosenberg, 2005). Specifically, those dealing with the rules and regulations of participation of various actors in the process of technological innovation (Nelson, 1988) of the National Innovation System (NIS) (Nelson, 1993).
In recent decades public institutions have played an important role in the process of technological innovation. Several researchers (Bjur and Caiden 1978; March and Olsen 1984; Edquist and Johnson, 1997; Salles-Filho, Bonacelli and Mello 2000; Cimoli, Dosi, Nelson, Stiglitz 2007;) sought to understand the role of institutions in technological innovation processes and proposed dimensions to be investigated in empirical research. This article analyzes, in the light of the authors studied the relationship of institutional dimensions that can affect the performance of the Federal Institutes of Education, Science and Technology of Brazil. Moreover, it was shown that there is a complementarity of the various suggested institutional dimensions. These dimensions could be classified as essential for institutional analysis and support for empirical research to identify the degree of interference of institutions in the process of technological innovation.
