The mechanisms of the modern management of public organizations determine their new dimensions. In particular, this is related to strategic management, which determines their long-term functionality. This functionality is materialized through appropriate strategy and a business model of public organizations taking into account their specificity. Strategy is an ontological being relatively well developed in management sciences, however, a business model, especially of public organizations, requires deep analysis and synthesis. It is necessary to examine this issue from the multi-dimensional perspective, using the conceptualization and operationalization of public business models. Conceptualization is related to the design of a business model and operationalization is focused on its implementation. These two key elements are complementary and they create new space for the development of public organizations, including the new character of organizational relationships. The solutions presented are embedded in a network environment, where recipients are network actors who drive value from public organizations. The paper attempts to define the configured components of public business models, among which there is consistency that ensures the ability of public organizations to scale their business activity. Scalability allows for the selection and use of public organization resources, which allow for generating satisfactory results in each perspective of functioning.
The aim of the paper is to demonstrate the principles of the conceptualization and operationalization of public business models which take into account trust-based organizational relationships. The correctness of using scalability has been illustrated by means of the business models of two public administration units from southern Poland. Two separate case studies and their interpretations defining the principles of the conceptualization and operationalization of business models determine a new look at the attribute nature of the development of modern public organizations. In contrast, strategic recommendations defined in the paper open the way for such an approach to the business model of public organizations that allows for the joint implementation of economic and social objectives, including the development of trust-based organizational relationships. They affect the scope and object of their existence in terms of performance improvement.
