A reflection of changes in methodology to assess performance of research organizations on their behaviour

Evaluation of the quality of outputs of scientific activity is common and crucial task for public research organizations. It is the basis for assessment of the scientific activities of research organizations. A number of countries also for the allocation of public funds for research. To establish the rules of such an assessment, each country draws up a set of rules; ie. the assessment methodology of research results. Set rules not only values but also retroactively affect the behaviour of researchers. Changes in assessment methodology must therefore be adjusted so that the positive effect on improving the quality of scientific outputs. Czech Republic has undergone in the last 15 years, significant changes in the management of research, and particularly in the methodology of evaluation research results. The question remains whether the changes in assessment methodology actually contributed to the focus on quality research outputs, ie. the results published in high quality international journals. To test this hypothesis, the authors used a statistical own original test, which assesses the significance of these changes. It is a test that can find an answer to the search question. Test verifies the significance of changes in perceptual map. It requires a sufficient number of observations, corresponding to the required sample size. Research data are based on statistics on public research institutions in the Czech Republic. To illustrate the results, we used only basic test and other tests, which should result once again. Specifically, it was another non-parametric tests. This article aims to find out how they can change the methodology of evaluation research to promote the quality of its outputs. Finally, the article is then verbal evaluation of the effectiveness of changes in evaluation methodology of research and development for quality scientific outputs.
