Many rolling stock projects are now being delivered by Asian companies for global clients who include requirements for human factors to be considered in the design process. However, for organisations who are not familiar with human factors it is difficult to understand what actually needs to be done to fulfil these requirements. For countries such as the UK there may well be expectations, based upon the regulatory framework, for human factors activities and processes that are not explicitly stated in the specification.  This paper argues that unless the specifications take into account the working context of the overseas contractors and provide a more systematic description of what is required, the desired level of human factors integration and assurance on the project may not be delivered.
