INTEGRATION OF HUMAN FACTORS INTO SAFETY MANAGEMENT SYSTEM IN A METRO RAILWAY COMPANY

Graduated in Psychology. Ph.d. in behavioral psychology research in the area of occupational health. Advanced Technician in Occupational Risk Prevention with specialism in Ergonomics and Psychosociology.She develops diverse projects, both for public institutions and private companies.  More than 20 years experience in the realization of projects of human factors, ergonomics, and human reliability in transport in ESM-Research Institute on Safety and Human Factors. She is an expert in "Human-Machine-Organization" Interfaces and Communications for the railway control centres and simulators. Her railway experience is diverse in recent years. She has worked in training, studies and consultancy in order to minimize human error and propose methods, tools and technologies for the improvement of the human reliability.  She has designed and developed, with her team, interfaces taking into account Human Centred Designed (HCD) and design of fault-tolerant systems. She has done Tasks Analysis detecting needs of user and including the participation of the user in the design of processes.  She has been head of project in R&D projects, among other: ECORAIL. Automatic System for the Evaluation of Communications in order to optimize safety in rail transport through the detection of human errors.GEMARAIL. Advanced Management of Human Factors in the Maintenance of Railway. TRANSAFE. Control System for the Management of Standard Rail Real Emergency Situations in a room environment.  She has coordinated and directed the team that has developed HumanScan®, tool for the human reliability management integrated in the safety management system (SMS) for the railway. She has done studies about SPADs and the behaviour bases on situational awareness. Author of numerous articles and books. For example: "FHIAT Guide:"Human and Organizational Factors in Research and prevention of Railway Accidents”. Publication financed by the Spanish Ministry of Infrastructures-Directorate General for Energy and Mining. Participated as a speaker at numerous scientific conferences.She has been evaluating projects in the Area of transport in the EU R&D framework programme. She is Coordinator of the safety working group of the rail system and the subgroup ergonomics and human factors of the Spanish Railway Technological Platform (PTFE). She has been invited by the Congress of the deputies of the Government of Spain, as a railway expert in human factors and ergonomics. She is included in list of experts of the ERA (European Railway Agency) in the field of human factors and ergonomics to provide advice to the national bodies of investigation of railway accidents in the Spanish State. (ERA/2012/SAF/CALLHF/01).

Antonio Castellano

ESM Research Institute of Safety and Human Factors, Spain

He joined ESM in 1992, initially working in the area of Research and Security at the workplace, carrying out the CECA project no. 7262/01/261/14 (finalized in 1994) on the framework of the First Research Program as regards Industry Security, and whose outstanding result is a security audit model based on Human Factors to reduce mining accidents.From 1995 to 1999 he focused his activity on the design and development of didactical material (auto-study training manuals programmed for distance learning, elaboration of multimedia tools) for training in occupational risk prevention and human factors. Since the beginning of the year 2000 to 2010, he has been directing the e-learning area at ESM, from where courses on occupational risk prevention are developed and imparted by means of online courses. He joined the area of R+D of ESM in 2000 with his participation in the study of accidents and related human factors in order to elaborate new and more efficient technological tools. On the same lines as previous activities, he works as a teacher imparting classes and seminars in the sphere of subjects in which he specializes.

Baltasar Gil

ESM Research Institute of Safety and Human Factors, Spain

Master in Business Management and Human Resources.Graduated in Psychology. Advanced Technician in occupational risk prevention with specialism in Ergonomics and Psychosociology.From the Human Factors perspective, he has directed diverse research, seminars and workshops, published articles and manuals in the sphere of security in industry and transport, and organized meetings on an international scale. His basic training stems from the fields of Security, Ergonomics and Psychology geared towards accident prevention and risk control. With a specialism in Human Factors, he performs as a researcher for a considerable number of companies developing projects on assessment, training, and developing strategies to improve work conditions and risk control in the Industry, above all in Transport. He takes part in managing ESM INSTITUTE research projects in the fields of reliability and simulation, having developed, along with other national and European associates, total reach simulators for train operatives in the land transport sector, as well as in maritime navigation. Assessor of European Union projects, co-author of diverse publications on accident research involving human factors. He participates - and is a speaker - at various congresses and conferences on Human Factors and railway transport. At present, he is a member of the Executive Committee of the Technological Spanish Railway Platform (PTFE) and the Technological Spanish Maritime Platform (PTME).
