The Interaction term is widely used by both politicians and scientists. This is related to various reforms, sectoral activities and in education. Corresponding structures are also found within the international network, such as the United Nations. Central thoughts i may partly be identified by Emmanuel Kant's “Cosmopolitan Ideal”. Meanwhile challenged both ideal and practice of cultural, political and system-oriented frameworks, especially when unforeseen events occur that require decision-making and actions beyond existing and predefined guidelines. In an analysis prepared Torgersen & Steiro (2009) showed that the term has many shades and theoretical departures and practical approaches that distinguishes the phenomenon of " interaction" of term relatives including "cooperation", "engagement", "coordination", "interaction ", and "teamwork." The definition of interaction “is an open and equal communication and development between actors as expertise complement each other and exchanging expertise, direct face-to -face or mediated by technology or by hand , working towards common goals and how the relationship between actors at all times rests on trust, involvement, rationality and industry."(ibid.: 130).
The Interaction term was further developed in the light of management and learning processes under unforeseen events in the book “Pedagogy of the Unforeseen (Torgersen, 2015, ed.). The term "The Unforseen" (UN), incorporates the concept of risk in different ways. The unforseen is defined as "... something that occurs relatively unexpected and relatively low probability or predictability for those who experience and must deal with it." (Ibid.: 30). The term includes the understanding of learning and innovation in new ways, under unforeseen and risk-based conditions, environments and markets. Interaction is central both in the prevention, planning, management and evaluation of unforeseen events, and how effective interaction occurs. In other words, there are strong links between the unforeseen and interaction. However builds much of the traditional interaction research on predictable conditions, idealization of the future image for the current interaction arena or also excludes dynamics of assumptions.
Hence the need for a more thorough analysis and discussion of the concept and models of interaction processes in light of the practice by various businesses with their distinctive character under unsafe conditions. Key questions are: What characterizes the relationship between the unforseen and interaction? Are there some common denominators for efficient interaction regarding risk? This short paper discussing this area of research, which is now an ongoing research and book project at National Defence College in Norway.
