This research study develops a methodological framework for measuring quality standards. Though the quality standards framework can be applied to the broader field of emergency management, the example examined in this study specifically applies the framework to fire response activities by emergency personnel.
Within the quality standards framework, the fire response process is mapped, variables within the process are categorized, and a quantitative and qualitative assessment is conducted. This study identifies and incorporates previously unrecorded elements involved in the response phase of a fire. Data on all variables is gathered, analyzed, and measured. The variables are ranked pertaining to the magnitude of their impact to the event outcome. Among others, those factors included in the analysis are risk perception, response techniques, decision communication, and response time.
Through the application of this framework and implementation of quality standards, there is potential to increase efficiency in the response phase of an emergency event; thereby saving additional lives, property, and resources.
