Abstract: Based on the basic understanding of sociolinguistics and educational linguistics, the author argues that the English translation of the Chinese signage for public service areas not only constitutes a crucial part of the directional sign system and provides foreign language services for international visitors to China. Judging from the social attribute and educational attribute of languages, the English translation of the Chinese signage for public service areas can be viewed as a mirror reflecting the effect of China’s teaching of English. Contemplations need to be made on the correlation of the English translation of the Chinese signage for public service areas with the foreign language competency, the foreign language education planning and the foreign language teaching policies at the national level as well as the overseas promotion of the Chinese culture and the boost of China’s national image building.

摘要:基于对社会语言学和教育语言学的基本认识,公示语翻译不仅仅是公共信息导向系统的重要组成部分,也不是简单的为来华外国友人提供各种外语服务。无论是从语言的社会属性还是教育属性来说,公示语翻译的规范与否,是检验我国英语教学和翻译教学成效的一面镜子,因此,对公示语翻译重要性的认识,应该提升到与国家外语教育规划和外语教育政策的相关性进行思考,充分凸显和强化外语教育服务国家战略和社会需求的功能。对公示语翻译的研究和规范还应该提升到国家形象建设的高度予以审视,尤其是应该加大对带有传统文化因素的公示语的翻译规范和研究力度,使中国文化借助公示语翻译的平台走出国门。公示语英译的规范性还关系到我们能不能构建一个融通中外的话语体系,与目标受众做到人同此心、心同此理。任何有可能冒犯目标受众的话语的使用,都会造成交际失败和国家形象受损。最后,《公共服务领域英文译写规范》国家标准的宣传推广应该通过专家视察、错误整改、示范点创建等形式得到进一步的加强。
