- Community buy-in and support for a Differential Response System is imperative. A Differential Response System is associated with early intervention efforts and requires a cultural shift within the Child Welfare Systems and communities. Since 2013, Iowa has implemented a Differential Response approach with two pathways: Child Abuse Assessment and Family Assessment. Discussion will focus on how the State of Iowa implemented a Differential Response Model which contributes to positive outcomes for families. These positive outcomes are a result of a public and private partnership through the provision of a voluntary program called Community Care. Community based supports and partnerships with families are also imperative to program success. The Community Care Program is an example of how success can be achieved with families. Discussion will focus on techniques utilized to engage families and keep them involved in a voluntary program in order to keep children safe, families intact and reduce the risk for further intervention. The following outcome data will also be discussed:
