Child Protection in Kuwait: Towards Multisectoral Partnership

Dr Mona Al-Khawari is Director of Child Protection office in Ministry of Health and the Vice-President of Supreme Kuwait National Child Protection Committee. She established the joint committee of the Supreme National child protection in 2013 . She is the executive Director of Kuwait National Child Protection Program. Her work focused in the last three years on establishing a comprehensive strategy and mechanics of reporting and handling victims of violence against children in collaboration with other governmental and non governmental sectors. She was the chairperson of Paediatric and Neonate Council from 2010-2016 . She was Head of Paediatric Department Amiri hospital and Director of the Paediatric Endocrinology & Diabetes division from 2000-2016. She is a Fellow of Royal College of Paediatric and Child Health of United Kingdom. She is the chairperson of several committees , the Childhood Committee ,DSD Committee, Kuwait-WHO Child Growth Standards Implementation Committee, The Highest National Accreditation Committee and the Newborn screening committee and Executive Director of Kuwait Newborn Screening Program.

Child protection strategy aims to prevent, respond to, and resolve the child
maltreatment in all settings.It requires a multi-disciplinary and multi-sectoral
approach. Increasing the effective protection of children also involves working with
a wide range of formal and informal bodies, including governments, multilateral
agencies, donors, communities, carers, and families.
Importantly it also requires close partnership with children, including initiatives to
strengthen their capacity to protect themselves. Child protection work aims to
strengthen the capacity of all these actors to protect children and to develop
systems and mechanisms that provide meaningful protection for all children in the
longer term.
The State has the main responsibility for the fulfillment of children’s protection rights
and should establish a national and community-based child protection system with
a coordinated and holistic approach, integrating the contributions of the different
sectors and actors. Such a system should be based on a combination of law and
knowledge (in line with human rights standards), and include well-trained staff,
children’s participation and awareness raising on the nature and response to child
protection concerns.The accountability of the State for such a system is essential
for its effectiveness
The Kuwait National Child Protection Program aimed to lay down foundations
necessary to protect the child from abuse and neglect through the following:
1. Proposing laws/ legislation needed to protect children from abuse.
2. Developing and implementing a comprehensive national strategy for individuals
and institutions addressing child rights
3. Providing an effective procedures for the establishment of social programmes
and proposing therapeutic and rehabilitation programs to provide necessary
support for the child and for those who are caring for the child.
4. Working on the provision of health care services, socio-psychological services
and mental health for child victims of violence and abuse.
5. Providing moral support, shelter services, social counseling for victims of
violence
