A cross-national comparison of private-public collaboration for supporting child welfare-involved youth with disabilities

Elspeth Slayter

Salem State University

Elspeth Slayter, Ph.D., is an Associate Professor in the School of Social Work who conducts research related to disability, child welfare and related substance use disorders. Her research on child welfare and youth with disabilities in the United States has been published in top academic journals.  She has taught social policy, research methods and disabilty courses at Salem State since 2005. Dr. Slayter is a former child welfare worker from New York City.  Dr. Slayter obtained both a master's and doctoral degree in social policy from the Heller School for Social Policy and Management at Brandeis University where her scholarship focused on the disability and health policy arenas. During her time at Heller, Dr. Slayter was a pre-doctoral trainee supported by the National Institute on Alcoholism and Alcohol Abuse (NIAAA) and an American Fellow supported by the American Association of University Women (AAUW).  Dr. Slayter has also received training in Community-Based Participatory Research from the National Institutes of Mental Health.  Dr. Slayter received her Master's degree in social work at New York University in 1995 after completing her undergraduate work in history at Macalester College in 1990.

Big Brothers Big Sisters of Russia

Alexandra Telitsyna, Ph.D., works as Executive director of Big Brothers Big Sisters of Russia, and is a member of European Mentoring Evidence-Based studies Center.   Expert of “Equal Opportunities for Children In Need of Extra Care from the State” Work Group,   member of the Public Council affiliated with Moscow Department of Social Protection of Population;  of the Inter-Commission Public Supervision Group affiliated with the Civic Chamber of  Russia,  speaker  of international  conferences  on  Mentoring, Child Protection and Evaluation.  She had talks at ISPCAN 2016 (Calgary) and Big Brothers Big Sisters Annual Convention in Canada (Toronto, 2015, 2016).  In Finland in December 2016 -  there is a International seminar on Russian orphans, and she is invited speaker.     Tatiana Shulga,Dr. of Science  

Galina Semia

Moscow State Pedagogical University

Galina Semia, Ph.D. is a Professor of Social Psychology Department, Moscow State Regional University, Moscow, Russia. She has developed content institutions of the system (shelter, crisis center, family guidance Centre, Centre for social and labour adaptation, Psychological-medical-pedagogical services, social accommodation and the Centre potentiates adaptation, Centers on the adoption of children-orphans. Dr. Semia has developed and described the specific features of activities of psychologists, social pedagogues, social pedagogues, tutors, books published, tested and adapted foreign methods. She has developed professional standard "Specialist in working with the family." She has more than 200 publications, including 8 monographs, and 5 textbooks. She is a participant of international and all-Russian conferences and scientific workshops on problems of children-orphans and children left without parental care, which protrude with their methods and techniques of work with children - orphans.  Finally, Dr. Semia is Chairwoman of the Committee on Children with Disabilities for the Federal government of the Russian Federation.
