Paul Baeten began his career in child abuse in 1988, as a social worker at the Confidential Doctor’s Offices for Child Abuse in Rotterdam and Breda. He holds his master degree in Social Sciences. From 1996 till 2003 he worked as a policy officer at the Dutch Institute for Care and Welfare where he implemented a national support program for the development of the Advice and Reporting Centres for Child Abuse. He is the (co)author of six books and several reports and articles. Subjects of these publications are children who witness domestic violence and assistance programs for abusive families. Since 2003 he is the manager of the Advice and Reporting centre in The Hague. Close collaboration with the police and the emergency departments of the local hospitals resulted in new protocols for reporting cases of suspected child abuse and neglect. Particular for this protocol is that children are being reported from parents who are being seen or reported with severe drugs- or alcohol abuse, suicide attempts or domestic violence. In 2014/15 he was member of the national program team that supported aggregation of the reporting centers for child buse and the supporting centers for domestic violence
