BIM modelling has become a standard method to design buildings and structures in construction industry. All remarkable CAD systems are able to export the proprietary BIM model into open IFC format.
Same time in GIS (Geographic Information Systems) companies new methods has been developed and made it possible to make laser scanning and photogrammetry methods to produce 3D city models relatively cheaply. Results of those scans can be modified further as 3D city Models. Same time a standard called CityGML has been developed to share the information in open format.
In all modern societies construction work need to have a permission, which is given by a municipality or a government. This part of the building construction process still has been "2D" based, in worst cases in paper format.
3D web- solution is named Sova3D- extension for electronic building permission. Development of the Sova3D started in 2015 and first version has been accepted in use at city of Vantaa Finland, city of Järvenpää and Hyvinkää Finland. Nearly 200 out of 300 municipalities in Finland are using the electronic building permission system, who can start to use the new 3D methods in their permission process.
Sova3D- extension gives tools for building permission authorities to better evaluate the suitability of 3D structures on the existing environments, see how the buildings create shadows on it's surroundings and gives an opportunity to see views from windows. Same features can be used by a client and designer alike.
All stakeholders of the project are able to collaborate in the projects with integrated chat/VoiP features where users can see each others movement in the 3D environment. This is the first method of collaboration where people are "at the different place at the same time". Other relevant combinations are "same time- same place", different place-different time.
Sova3D extension is running completely on the web-browser and users are not asked to install anything on their own computers.
Other part of the development of the building permission process is to automate code checking. IFC has been used with a software Solibri, developed by Solibri Oy (Part of the Nemetchek group).
In this presentation we will show also how 3D city models and BIM models can be used as an important part of the building permission process and finally use the approved 3D BIM data to up-date the 3D city model as a part of the process. Conversion from IFC file to optimized CityGML format by using SimpleBIM software developed by Datacubist Oy.
