The MSSP is a coordinating mechanism at federal and state level that operates both vertically and horizontally. It aims to ensure the safety of shellfish that are produced and commercialized. The MSSP considers several components, of which "laboratories" are fundamental for the operation since they offer scientific evidence to other components for decision making. Its operation allows domestic products to be exported to other markets.
In 2013, based on a memorandum of understanding, the FDA conducted an audit on the laboratories of the program, reporting several findings related to the confidence of the results emitted by laboratories. This situation required that the national authority engaged to solve the findings to guarantee that actions implemented are effective in the short, medium and long term. Therefore, the authority noted the necessity for an ordinance model to ensure that the laboratories work in a harmonized manner and in compliance with national and international requirements. The model is written on a National Network of Authorized Laboratories under the requirements of ISO 17025. With the use of some tools such as mental maps, the criteria and requirements of operation were arranged and linked, including national and international standards.
This model was evaluated in 2016 by foreign agencies such as FDA and CFIA with satisfactory results. During the audits it was possible to verify the control and harmonization existing between the laboratories as a result of the model, as well as the ability to adapt to new requirements, corrections and improvements in an almost automated way.
